Ararteko recommends eliminating the requirement of sending ID by email for electronic submissions in Vitoria.

The Basque Ombudsman-Ararteko has recommended the City Council of Vitoria-Gasteiz to eliminate the requirement to send a copy of the ID card by email to submit documents through the municipal electronic registry. This practice, identified following a citizen’s complaint, does not comply with current administrative procedure regulations or the municipal ordinance.

According to the Ararteko, when a person identifies themselves using a qualified electronic certificate – such as those issued by Izenpe or the electronic ID card – it is not necessary to provide a copy of the ID document. The verification is automatically and securely carried out through the system itself.

Additionally, the institution warns that this requirement may violate the right not to submit documents that are already in the possession of the Administration, as well as the principle of data minimization outlined in data protection regulations. Therefore, the Ararteko urges the City Council to align its registration system with legal standards for electronic identification and to remove unnecessary barriers to accessing digital public services.
